I would say start with an 80 grit paper as long as it is the flat part of the tongue. If it involves the hitch or other curved parts a compressor with a needle scaler would be the best. Then finish that part by hand with sandpaper.Steve

For me it would depend on the depth and pitting level of the rust. If it is light surface rust I would use 80 grit and if there is some but little pitting I would start with 36 grit then 80. If the rust is deeply pitted then I would wire brush it with a power implement to get down in the pits.
