Plastic Trailer Fenders : Does the large fender come with pre-cut holes in them to accommodate the lights?

No the holes are not precut. I drew the openings with a maker after measuring to fit rubber seal for each light. I drilled corner holes and then cut the openings with tin snips and a cutting blade. No power tools used. The plastic cuts fairly easy and I would suggest making sure to not cut the holes too big so that the lights fit snug. Did this three years ago and all is still working well.
